  It is quite difficult to choose only one cause for discrimination against Jews. Rather, it would be better to judge the reason for the discrimination from various perspective.

    This is basically a good outline, but I have some suggestions as well.

    I think this type of analysis is basically OK for an outline, but I also feel that you are mainly just summarizing the different "reasons" for discrimination, which are quite factual and seems a bit like background.

    To go one more step, how about keeping the "Why are Jews discriminated again?" short with just one or two paragraphs.

    Then, expand and deepen your essay by adding two paragraphs or so that will be answering "Why is it so difficult for discrimination against Jews in Europe to disappear?" and MOST IMPORTANTLY "What should be done to reduce or eliminate anti-semitism? What are NPOs doing right now, and how can it be done more or more effectively?"
